The Maharashtra government on Wednesday launched its ambitious Housing Policy 2025, aiming to construct 50 lakh homes over the next 10 years, with an investment mobilization target of ₹70,000 crore.
The policy outlines a strategic roadmap focused on slum rehabilitation, affordable housing, and inclusive urban development, with particular attention to economically weaker sections (EWS), lower-income groups (LIG), and middle-income groups (MIG).
In the first phase, the government targets building 35 lakh homes over five years. To fund this, the MahaAwas Fund will be significantly expanded to ₹20,000 crore.
“The ultimate target is to build 50 lakh houses in the next 10 years,” the policy states. To meet this goal, the state will enhance its Development Control and Promotion Regulations (DCPR/UDCPR) and encourage private sector participation through incentive-based models.
A major thrust of the policy is the transformation of Maharashtra into a slum-free state. Large-scale rehabilitation and redevelopment projects will be undertaken, addressing the housing needs of senior citizens, women, industrial workers, students, and other vulnerable groups.
The policy grants infrastructure status to affordable housing, thereby facilitating access to external commercial borrowing (ECB), foreign direct investment (FDI), and priority sector lending (PSL) from banks and housing finance companies.
Key features of the policy include:
- Redevelopment of old buildings to optimize land use and improve living standards.
- Development of integrated townships offering housing alongside essential services.
- A state-level portal to track and manage housing projects under public-private partnerships and government initiatives.
Special provisions have been made for industrial workers, project-affected persons (PAPs), migrant workers, and working women. One of the standout initiatives is the ‘Walk to Work’ model, under which 10–30% of land in Maharashtra Industrial Development Corporation (MIDC) areas will be reserved for housing near workplaces.
“The land will be handed over to the appropriate authority at the applicable acquisition price so that housing stock can be developed in partnership with private industries,” the policy explained.
The Housing Policy 2025 reflects Maharashtra’s commitment to inclusive urban development and aims to make quality housing accessible to all income segments across the state.
